Does a Regular Visa require one photo or two?

The official central page contains both a common one-photo line and category-specific two-photo lines. The number is not one fixed value — it depends on your category and nationality/residence, and only the current checklist of the embassy or visa centre that handles your application settles it.

Can I use the Regular Visa 35×45mm rule as an online e-Visa pixel rule?

No. 35×45mm is the printed-photo size for the Regular Visa. The Unified e-Visa has its own digital image rules.
